Banning Chinese students - whose tuition helps subsidize lower rates for domestic students and keep universities solvent - may not be the powerful trade war tool that Rubio and Trump think.

China has already been discouraging students from attending US schools, and this arrangemen benefits the US more than China given that US dominance in top universities has been declining.

It’s one thing for the US Congress to investigate Chinese influence on American universities and technology ‘transfers’ from them (which it has been investigating— the article below is from earlier this year).

It’s another thing for the US government to suddenly yank Chinese (and other foreign national) students out of US schools.
