Managing redistribution is likely to be very tricky - particularly if councils are not allowed to increase council tax rates by more than 5% p.a. without either special permission or approval in a local referendum. Having said that some of the ideas proposed - such as including a 'sparsity factor' to help thinly-populated areas - are long overdue.
