Good day and welcome to fun with white LED fixtures. Today we have two of them, one that’s dimly lit and another totally borked. Both can be semi-revived by shorting around a burnt out LED.
Most of these fixtures have all of the LEDs in series, which means if even one burns out the whole device quits working. Not a great design.

dimly lit LED lights in a zig-zagging circular pattern, a few of the LED chips are not lit at all. There’s a smaller light fixture near top of frame that is also plugged in, but no light.
Same fixture this time one of the burnt LEDs is shorted around w/alligator clip and everything is very bright (brighter than photo can reliably show)
same test on the smaller fixture, but on this only about half of the LEDs light up when bad one is shorted, so there’s at least one other bad LED on the other side.
