1) If snipers shot fans off roofs, they'd be in deep shit.
2) The snipers may not have seen the shooter behind the sloped roof from their vantage point until he fired.
3) If Secret Service removed the candidate every time someone shouts man with a gun, and it turns out there is none, phew... easy way to shut Trump up!
4) Police had to verify the claim of the shooter on the roof. They did, and before they could relay the veracity of the claim, the shots were fired. #TrumpShot

The aim was good. It was a head tilt which kept Trump from being a "sucker" in Trump lingo.

This wasn't even a giant security failure. Just imagine the Secret Service were in the habit of shooting fans off rooftops.
