Indexing of #HECS fees is totally disgusting - especially when we collect more money from HECS fees than from the Petroleum Rent Resources Tax ((PRRT) - Gough must be turning in his grave.

One thought worth remembering is that the Australian Federal government is the sole unconstrained creator & destroyer of the A$. All money that comes into the economy is created from nothing by keystrokes in the Reserve Bank which is effectively an arm of Treasury, which is an arm of government. Any money returning to federal government, its revenue, goes immediately to nothing, it is never re-used, it just goes to nothing.
So the answer to Q3 is “the Australian federal government” & that is the last logical answer to any of the questions.
Q1 & Q2 only make sense as requirements of the governments accepted Neoliberal ideology which itself is financially & economically & macroeconomically meaningless.
So, there is no reason for the existence of a HECS debt, let alone interest or increasing interest on it. The money that is repaid on the debt goes to nothing, it is entirely an imposition on the people to satisfy the fascist Neoliberal ideology of the politicians.

A lot of talk again recently about Uni #HECS debits. People still raise the 'apparently' interesting point that even when some of the course fees went up entry numbers still increased. I’m not surprised at all, considering the societal narrative ingrained in young minds. From an early age, we're told that a Uni degree is a prerequisite for success.
